Combined Synopsis/Solicitation: OCEAN FREIGHT SHIPPING SERVICES
1. GENERAL
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is VA261-14-Q-0893 and is issued as a Request for Quote (RFQ). No telephone requests for information will be accepted.
This procurement is set-aside 100% for Small Business. The applicable North American Industry Classification System (NAICS) Code is 488510, Freight Transportation Arrangement and the Small Business Size Standard is $25.5 million. OFFERORS MUST STATE THEIR BUSINESS SIZE when submitting their offer AND if the item is on a FSS/GSA schedule awarded to the Offeror, include the schedule information on your offer. A single award will be made as a result of evaluation of offers.
Offer must be good for 30 calendar days after the close of this Combined Synopsis/Solicitation.
This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

Shipping Services
The Department of Veterans Affairs Manila Regional Office (VA MRO) has a need for shipping services of palletized boxes of files from Manila, Philippines to NARA Waltham, Waltham Federal Records Center, 380 Trapelo Road, Waltham, MA, 02452-6399.
Contents of palletized boxes will include cardboard file storage boxes containing paper files and documents. Pallets will be loaded with up to 50 boxes per pallet. Each box weighs approximately 32 pounds. An estimate number of 120 boxes, distributed among three (3) pallets will be shipped. Shipment weight is approximately 3,990 pounds. Total shipment cubic volume is approximately 108 cubic feet. Estimated shipment valuation is at $14,130.00.
Pallets will be filled and shrink-wrapped by VA MRO staff and delivered to the designated shipping agent's facility in Manila, Philippines.
Contractor shall demonstrate the capability to provide shipping services as a freight forwarder and motor common carrier of freight to ensure that the shipment and documentation remain in one company's control from origin through to the destination. Contractor shall designate an ocean carrier/co-loader partner located in Manila, Philippines to facilitate export documentation and ocean freight transportation. VA MRO shall provide the VA Commercial Bill of Lading for the shipment.
Shipping services shall include, but is not limited to the following:
- Coordinate export documentation and import shipping arrangements
- Provide ocean freight (use of U.S. flag commercial vessel is required) and ground transportation from Manila, Philippines through final destination delivery to the Federal Records Center
- Provide cargo liability coverage for the shipment
- Partner with a US Customs Broker to facilitate release of the shipment

- Name of US Customs broker that will facilitate the release of the shipment
- Name and address of the partner company that will provide the ocean freight service using a U.S. flag commercial vessel

4. APPLICABLE PROVISIONS AND CLAUSES
