This sources sought synopsis requests information (from 8A or Hubzone companies) needed prior to the release of any resultant solicitation. This is not a request for proposals and in no way obligates the Government in an award of any contract. Sources are being sought for packing, crating, and drayage services of personal property for intra-city and intra-area PCS travel. The potential contractor shall furnish all personnel, equipment, facilities, supplies, services and materials for the preparation of personal property of military members and civilian members for movement or drayage and related services. The potential period of performance is for a base year from 2 March 2003 through 1 March 2004, plus four one-year options thereafter. 1). Each potential offeror must hold in his own name Interstate Commerce Commission (ICC) operating authority. 2). The company must be located within a 40 mile driving radius from the Naval Air Station, Patuxent River, Maryland where the services will be performed. 3). Each potential offeror must have the ability to meet minimum household goods shipping and storage standards set forth in the Defense Transportation Regulation (DTR) 4500.9-R-Part IV Personal Property located at http://public.transcom.mil/J4/j4lt/dtr.html. 4). Each potential offeror shall provide three references indicating the ability to perform packing, crating, and drayage services for military household goods in accordance with DTR 4500.9-R-Part IV. 5). Each potential offeror shall indicate their small business designation (i.e. 8A or Hubzone) 6). All valid Internet responses from prospective offerors shall provide their return email address, mailing address (street address), telephone number, facsimile number and a named point of contact within the body of their response, in addition to addressing Items 1-5 listed above. Internet responses without the aforementioned information will not be recognized as valid. North American Industry Classification System (NAICS) Code 484210 will apply and the small business size standard is $21 million. The potential requirement will be a commercial buy in accordance with FAR Part 12. The potential contract will be a requirements contract with fixed price orders.
