This modification is being issued to incorporate changes to initial Synopsis of Solicitation No. SP0600-05-R-0306 which was posted on 10 Mar 2005 for Transportation Services for N2O4 and Hydrazine products. Revised Synopsis is hereby issued as follows: The proposed contract action is for services for which the Government intends to solicit and negotiate with the two incumbent sources Jack B. Kelley, Amarillo, TX, and Superior Carriers, Oakbrook, IL, under the authority of FAR 6.302-1(a)(2)(iii)(A)), One Responsible or a Limited Number of Responsible Offerors. The Government intends to issue an Indefinite Delivery and Indefinite Quantity contract for transportation services which include the movement of various grades of hydrazine and Dinitrogen Tetroxide (N2O4), from several fill points to end users. Offeror shall provide contractor-owned cargo tank trailers which conform to engineering documents on file with the Office of Hazardous Materials Exemptions and Approvals (HMEA) as stated in Department of Transportation (DOT) Exemptions 3121 and 10631. All N2O4 and hydrazine drivers must meet the driver requirements as stated in DOT Exemptions 3121 and 10631. To be eligible for consideration the offeror must be registered with the Freight Carrier Registration Program (FCRP) IAW DOD Defense Transportation Regulation (DTR) 4500.9-R; and maintain a rating of satisfactory as assigned by the Federal Motor Carrier Safety Regulations (FMCSR) under Title 49, Code of Federal Regulation (49 CFR). The offeror shall assume all liability associated with the transportation of these products. The period of performance is five years from 01 May 2006 through 30 April 2011. The offeror shall propose on the total number of estimated quantities forecasted by DESC has using contractor owned trailers. The Government is considering several business approaches relative to the delivery of bulk hypergols. This requirement represents only one of these options. The approach that is in the best interest of the Government will be chosen, with the business case analysis built primarily around price. Hence, the Government reserves the right not to award a contract under this requirement if another business approach is more favorable to the Government. The solicitation will be issued on or about 08 September 2005 and will be posted to the FedBizOpps web page (http://www.fedbizopps.gov/). The applicable NAICS Code is 484230. A hard copy of the solicitation may be requested; however, only written, e-mailed or faxed requests for solicitation received directly from the requestor are acceptable. All responsible sources may submit a proposal, which shall be considered by the agency.
