This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bid Package for its construction project, entitled "VALPARAISO PIPE LINING SECTION 219, VALPARAISO, IN."

---PROJECT INFORMATION: The Contractor will be responsible for providing all necessary facilities, plants, labor, transportation, materials, and equipment to perform the rehabilitation and relining of a portion of the City of Valparaiso's sewer network. The work will consist of: cleaning of portions of the sewer line; lining of the sewer with Cured-In-Place Pipe (CIPP); Repair of selected lateral connections; potential repair and/or lining of selected manholes. Note: TV Reports of sewer videos prepared by Valparaiso City Utilities in May of 2014 are available to prospective bidders upon request. ACQUISITION INFORMATION: COMPETITION FOR THIS ACQUISITION IS RESTRICTED TO SMALL BUSINESS CONCERNS. The North American Industry Classification System (NAICS) Code is 237110 with a Small Business size standard of $36.5M. The magnitude of cost for construction is between $1M and $5M. The Invitation for Bid (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Interested Offerors can download the IFB Package from: http://www.fbo.gov. The IFB Package will be available at the aforementioned Internet site on or about 22 August 2014, with bids due on 22 September 2014.

IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE IFB DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS.

In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the System for Contract Management (SAM); Contractors can access the SAM database for free at http://www.sam.gov. The Government intends to award a firm-fixed price construction contract from this acquisition. FAXED OR ELECTRONIC BIDS WILL NOT BE ACCEPTED.
