The Office of Personnel Management (OPM), Chief Information Officer (CIO), Operations Technology Management's Data Center (DC) has a requirement for software support for the Vanguard suite of IBM Resource Access Control Facility (RACF) security tools which consists of features called Administrator, Analyzer, and Advisor. OPM intends to award a contract on a sole-source basis for a period of one year to Vanguard Integrity Professionals 6625 S. Eastern Avenue, Suite 100 Las Vegas, NV 89119-3929. This sole- source award will be in accordance with the authority set-forth in 41 U.S.C. 253(c) and Federal Acquisition Regulation FAR 13.106-1 (b) (1) - For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

Interested parties may identify their interest by responding within 5 days after this announcement with complete information, including pricing information, and their ability to provide this service or supply. This notice of intent is not a request for a competitive proposal. However, all inquiries received within 5 days after the date of this publication, will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received, will be considered solely for the purpose of determining whether to compete this requirement.
