REQUEST FOR EXPRESSION OF INTEREST (RFEOI) FOR RFEOI-2021-2 VANPOOL SERVICES March 11, 2021 OVERVIEW/BACKGROUND Valley Metro is the regional public transportation agency providing coordinated transit services to residents of metro Phoenix. From regional bus, light rail, and paratransit service to alternative commuter solutions. Valley Metro’s contract No. 14004-50-VPS for Vanpool Services is set to expire on 12/31/2023. The planning process for a new replacement contract has started and it is in the initial stages of development. Please note that suppliers must meet Federal Transit Administration (FTA) requirements, as the resulting contract from this upcoming solicitation, is anticipated to use Federal Funding. RFEOI PURPOSE: The RFEOI purpose is to obtain input from the vendor community to ascertain if there are interested firms capable of performing the full scope of work as is, (which would be preferred) or if there are interested firms capable of performing the modified scope of work, which only addresses the fleet management for the program. This RFEOI will help Valley Metro make sound business choices in advance of releasing a formal solicitation. INFORMATION REQUESTED If your firm is interested in reviewing and providing comments, you may access the RFEOI documents from the Agency’s e-procurement website at https://valleymetro.procureware.com/home. You will be required to log-in prior to downloading. In responding to the following questions, please consider both Scope of Work documents included in the RFEOI. Valley Metro is interested in receiving information on both essential functions. Valley Metro is interested in obtaining the following feedback: Availability of Qualified firms in the Phoenix metro area, capable of effectively carrying out the scope of work. Other alternative approaches to a detailed scope of work such as a statement of objectives approach to service delivery or performance standards for both the Fleet Management and Vanpool Services components of the service. Provide general comments regarding the scope of work. Please identify areas where the work requirements may be unclear or where more information is needed to properly understand the scope of work. You are free to suggest changes in the scope that you believe would improve the overall quality and/or cost effectiveness of the services Valley Metro is acquiring. When providing comments, cite the page number, section, paragraph, and text so we can identify the specific text to which the comment pertains. RFEOI RESPONSE AND DUE DATE If you choose to provide feedback, all written responses are due (electronically) to https://valleymetro.procureware.com/home via the Response tab no later than April 15, 2021. Your response should include a cover letter that provides the following information: Subject line: RFEOI-2021-2 VANPOOL SERVICES Firm mailing address. Name, tile, address, phone number and mailing address for the individual serving as the point of contact for the RFEOI. A statement that clearly identifies if your firm is capable of performing the full scope of work, or the modified scope. A list of other Transit Agencies you are currently providing Vanpool Services to. This RFEOI is merely for the purpose of obtaining information for consideration purposes only. Any information, documentation and manuals submitted or presented in response to this RFEOI will become property of Valley Metro unless requested otherwise. Use of proprietary information is discouraged. If proprietary information is provided, it should be clearly marked as such. Ultimately, our goal is to collect the information and feedback which you and other firms provide under this RFEOI process and use it to improve and refine our business plan and contracting approach in a way that will ensure a high-quality and cost-effective service that meets the needs of our customers and member agencies.
