Pursuant to FAR 13.106-1(b), the United States Air Force, 35th Contracting Squadron, Misawa Air Base, Japan intends to solicit from a single source with Vindicator Technologies, Inc. for the Vindicator Intrusion Detection System (IDS).  The requiring activity, 35th Security Force Squadron (35 SFS), Misawa Air Base, Japan is pursuing the replacement of the Honeywell Vindicator IDS equipment along with installation and integration services.  The Vindicator IDS is a base-wide alarm system used by the 35 SFS to monitor and protect facilities on the installation.  In accordance with DAFI 31-101 section 9.5, for IDS normally supporting PL 1-4 resources, use only IDS from the IDS Equipment List, otherwise known as the Non-Nuclear Configuration Management Database (CMD) Equipment Approval memorandum.  DAFI 31-101 section 7.12 also states that the Automated Entry Control System (AECS) is a subsystem of the overall security sensor system.  The CMD memorandum lists the Honeywell Vindicator IDS as an approved for use.  Brand name purchase of Honeywell Vindicator is required in order to replace the minimum amount of equipment in order to bring the AECS back online and avoid the cost of replacing the entire installation IDS.  The following equipment are required for the replacement:

AE Vindicator Security Server, Part#548-51010-01 - Qty 1 ea 

AE VBM 3 Badge Manager Client Workstation, Part#548-53000-11 - Qty 2 ea

Video Badging Camera Package, Part#332-33756-00 - Qty 2 ea

VBM Signature Pad, Part#352-33692-01 - Qty 2 ea

A firm fixed price contract is anticipated and shall be awarded.  It is the Government’s belief that only Vindicator Technologies, Inc. possesses the required equipment and capabilities for the replacement.  This notice is not a request for competitive quotes; however, interested parties may submit a description of their firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.  Any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. All responses received within 10 calendar days of the date of publication of this notice will be considered by the Government.  The Government will not pay for any information received.  Responses should be emailed to the Government point of contact for this acquisition.  No telephonic inquires will be honored.
