The U.S. Department of Transportation/Federal Motor Carrier Safety Administration (FMCSA) has a requirement for annual software maintenance and support for Veeam Backup and Replication Software with 24 x 7 uplift for a Base Period of Performance of twelve (12) months from September 30, 2016 through September 29, 2017 and 4 twelve (12) month option periods.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
FMCSA invites your company to submit a quote in accordance with FAR Part 12-Acquisition of Commercial Items as it relates to the attached SF18 provided as Attachment (I). Your quote will be evaluated for the purpose of establishing a contract for these services.
This acquisition is a set-aside for 100% Small Businesses. The NAICS code is 511210 (Software Publishers).
Vendors shall provide a price for each contract line item number (CLIN) and an overall total price in their quote. Quotes with quantities of more or less than requested or products other than those requested shall be rated technically unacceptable.
Only certified resellers of Veeam Software are being solicited.
Remanufactured or refurbished software, as defined in FAR 11.001, is technically unacceptable. Trade-in or exchange of old software is not available.
This RFQ uses Brand Name or Equal purchase descriptions. Potential vendors may propose a product in lieu of the brand named item, whereas the replacement product meets or exceeds the salient physical, functional, or performance characteristics of the brand name item specifically mentioned. Potential vendors who propose products other than those specifically referenced by brand name shall provide adequate documentation to verify technical equivalency. Insufficient documentation for a technical evaluation regarding proposed products equivalency to the product referenced by brand name shall result in a technically unacceptable rating and removal from award consideration.
QUOTE SUBMISSION
The Offerors proposed pricing shall be submitted on the SF18 (Attachment I). DOT local clauses are included as Attachment II.
Contractors are invited to submit their questions in response to this notice by 6:00PM Eastern Standard Time (EST), September 15, 2016. Questions submitted after this deadline shall be considered late and shall not be answered. Quotes are due by September 16, 2016 at 12:00 PM EST. Late responses shall not be accepted and shall receive no consideration for award. The basis for award will be lowest price technically acceptable.
