Sole Source Notice
The Uniformed Services University of the Health Sciences (USUHS) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. Intended Recipient: Bausch + Lomb, Lafayette, CO
Intent to Sole-Source: USUHS intends to award a sole-source, firm-fixed-price contract to Bausch + Lomb for a VersaVIT Vitrectomy System, Viscous Fluid Injection Hand Piece, Bipolar Unit, VersaVIT Cart and VersaVIT Adapter Hose. The VersaVIT Vitrectomy System will be used to train medical residents in microsurgery and vitrectomy techniques by the USUHS' Surgery (SUR) department.
Sole Source Justification: Bausch + Lomb is the only provider of the VersaVIT Vitrectomy System that meets the requirements of the Surgery department (SUR) at USU. This Vitrectomy System model needs to be used to ensure consistency and continuity of medical resident training, as an identical model is used to see patients at Walter Reed Hospital on the grounds of the Naval Support Activity Bethesda. Bausch + Lomb is the only known source that can provide the requested VersaVIT Vitrectomy system. The VersaVIT Vitrectomy system will be procured in accordance with the procedures of FAR 13.106-1(b)(1)(i).
In accordance with 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror could provide the same or similar system that will 1) meet specifications and 2) will not alter the outcome of ongoing training. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
