This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming solicitation.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this contract. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has not obligation to reimburse an offeror for any costs.

AFTC/PZIE, Eglin Air Force Base (AFB), FL, intends to solicit and award a sole source firm fixed price contract for Vertical Take Off & Landing (VTOL) Unmanned Aircraft System (UAS) under the authority of 10 U.S.C. 2302b as implemented by FAR 13.501(a)(1)(ii) to Drone America. The associated NAICS is 336411. This requirement is for:

- Two Unmanned Aircraft Systems (UAS) equipped with dual engines and a Vertical TakeOff & Landing (VTOL) system
- Three Ground Control Stations (GCS) with dual Command & Control (C2) links utilizing a UHF and a GFE Silvus 4400 C-band radio
- Speed range of 40 - 100 kts and operational ceiling of 12,000 feet
- Integrated Mode S ADS-B transponder & FAA collision avoidance lighting
- Sealed fuselage for marine environment
- Dual heavy fuel engines
- Operates on a Cloud Cap Piccolo autopilot and control system with 320 Mhz RF link with 256-bit encryption.
- 800W/28VDC instrumentation payload power
- Interchangeable instrumentation payload modules that can weigh up to 25 pounds
- Precision VTOL landing system capable of landing on a 30ft x 30ft pad

Delivery will be Free on Board (FOB) Destination to Eglin AFB, FL no later than 5 months after contract award.

This notice is not a request for competitive proposals/quotes, however all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. In accordance with FAR 5.102(e), copies of a solicitation issued under other than full and open competition will be provided to firms not initially solicited, if requested.

The government will consider all responses received by the date and time specified by this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
