The Headquarters, United States Special Operations Command (HQ USSOCOM) is seeking Small-Disabled Veteran-Owned Small Business (SDVOSB) sources that possess the following capabilities and experience required to support manned and unmanned Vertical Takeoff and Landing (VTOL) aircraft.

1) Demonstrated experience with VTOL Unmanned Aerial Systems (UAS) (>1200 lbs Max Gross Weight) maintenance, payload integration, and operations.

2) Demonstrated experience with integration and operation of payloads (up to 200 lbs) of various types onto VTOL UAS.

3) Capability to provide experienced VTOL UAS operators (>100 hours) and VTOL UAS technical and engineering expertise as part of the payload integration process.

4) Familiarity with DoD testing and demonstration processes.

5) Expertise and experience with Robinson R-22 manned VTOL aircraft and the capability to provide properly licensed pilots for R-22 operations.

6) Experience with U.S. Special Operations Command testing and evaluation procedures and processes.

Support tasks will include, but are not limited to, aircraft systems technology integration, engineering, maintenance, flight operations, development of procedures, training materials or systems, coordination with Government agencies for flight certifications, control and disposition of Government Furnished Equipment (GFE) and Government Furnished Information (GFI), and all tasks necessary to provide comprehensive aviation support services.

No entitlement to payment of direct or indirect costs or charges will arise as a result of contractor submission to this announcement or the Government use of such information.

In accordance with FAR 19.14, this sources sought is open to all Service-Disabled Veteran-Owned Small Business Concerns under NAICS code 488190. All sources must be registered with or have the ability to register with the System for Award Management (SAM), in order to validate the SDVOSB representation and receive a Federal contract award. Interested parties shall submit responses in pdf format via email to the Primary POC noted below by 1:00 pm EST on 09 May 2014. Responses shall be no longer than five pages and shall include:

1. Name and address of the interested party, CAGE Code, DUNS Number, and the name, phone number and email address of at least one POC.

2. Demonstrated experience and expertise as described above on no more than five (5) projects within the past five years that are at least 80% complete. Project information shall include project title, location, general description of effort performed, the company's role (prime or subcontractor), dollar value of contract, and name of the company, agency or government entity for which the work was performed.
