This publication serves as a notice of intent to negotiate a sole source contract with Tims Trips Charter Service, located in Kodiak,AK to provide vessel charter to NOAA, National Marine Fisheries Service for the collection and study of juvenile fishes from nurseries area in and around Kodiak Island.
BACKGROUND: Ecological field studies require sampling to be consistent from year to
year. It is important that not only the vessel and equipment be consistent but also the
knowledge of the research area and the familiarity of our research equipment set-up. It is
important that the vendor provide the service needed to guarantee the level of continuity
required for our program's series of experiments and collections of flatfish.
OBJECTIVE: The objective of this agreement is to have the vendor provide a charter
vessel for the purpose of conducting ecological field work in and around the vicinity of
Chiniak Bay, Kodiak, AK
SCOPE OF WORK: This is a firm-fixed price type contract for the supply of a charter
vessel. The contract consists ofa base period from date of award and one
(1) option year. The actual charter period shall occur between approximately 4/1 - 9/30
each year
PERIOD OF PERFORMANCE:
The period of performance for this contract is from date of award through
December 31, 2011 unless extended by written mutual agreement.
Vessel Requirements:
-Hydraulic powered pull block (pot-puller) capable of handing loads of up to 1000 Ibs.
Vertical clearance between block and rail of vessel must be at least 48 inches, allowing
for the safe deployment and recovery of a Van Veen benthic sampling grab. Puller
block must be mounted on a rotating davit, allowing heavy objects (benthic grab) to be
safely brought from the water over the deck. In addition, a larger boom and winch
(l000 Ib capacity will be occasionally required for the lifting larger/bulkier objects onto
the deck;
-Weathcr-proof wheel-house able to accommodate captain and up to 4 scientific
personal. Further, wheel-house must have table (at least 2 ft by 5 ft) to allow mounting
of scientific navigation, depth sounding and multiple video monitors. 12 volt power
source must to proximate to this table;
-Berthing to allow captain and party of up to 3 scientists to sleep aboard the vessel;
-Toilet facility;
-Mounting system to accommodate a Carmin depth sounder, as well as capacity to
mount Carmin CPS antenna;
-Adequate deck space, at least 40 square ft, as well as rigidly mounted table or engine
box, allowing for a stable surface for sorting oftrawl catch samples (The square footage
of the table must be at least 15 square ft, and may be subtracted from required deck
space);
-Deck hose for washing gear and samples;
-Outboard mounted frame to accommodate washing/sieving of benthic grab sample (Le.
sieve stack must be supported by frame over the side of the boat) so as to prevent
sediment from sample accumulating on deck, and at a reasonable height so as to
facilitate work processes without back strain;
-A minimum of 30 ft with shallow draft allowing operating in waters as shallow as 5 ft;
-CPS navigation system with graphical display (minimum 15 inch diagonal screen) in
wheel house that is viewable by boat captain and scientific party, to allow rapid
assessment of vessellocation/movements;
-Some form of cabin heating, to allow for operations during cold weather (our
electronics should not be subjected to cold/damp conditions);
-Minimum of 1 deck light to facilitate sorting of scientilic sample during the night;
-Small boat (rigid or inflatable) carried onboard to allow access to waters shallower
than 5 ft by a minimum of 2 scientific personnel.
SPECIFIC OBJECTIVESffASKS:
1) conducting drop camera studies
2) collecting juvenile flatfishes with a beam trawl for experiments including
analysis of growth studies
3) Experiment with other fishing gear and gear-monitoring electronics
Scientists will provide own food, ice chests, and sampling gear.
