This announcement is a Market Survey for Very High Frequency (VHF) and Ultra High Frequency (UHF) 4-port and 8-port Receiver Multicouplers and is for informational purposes only. This announcement is not a Screening Information Request (SIR) or Request For Proposals (RFP) of any kind. Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The FAA will make no contract award and will not procure any material via this announcement.

[email protected] no later than November 24, 2017 at 5:00 P.M. Eastern Daylight Time and must include ââ¬ÅRECEIVER MULTICOUPLER MARKET SURVEY RESPONSEââ¬ï¿½ in the subject line of the email message.
The individual e-mail responses including attachments must be less than 10 MB. As such, vendors are permitted to submit their responses via multiple e-mails if necessary due to the size constraints. Vendors must not password protect or compress (e.g., ââ¬Åzipââ¬ï¿½) any submitted files.
All interested parties are advised that the FAA will not pay for any information or any administrative costs associated with any response to this Market Survey announcement. Therefore, all costs associated with Market Survey submissions will be solely at the interested partiesââ¬â¢ expense.
A. Purpose of Announcement
In accordance with the FAAââ¬â¢s Acquisition Management System (AMS) policy paragraph 3.2.1.2.1 (Market Analysis), the purpose of this announcement is to inform industry of the FAAââ¬â¢s interest in Receiver Multicouplers in the following model types: 4-port VHF, 4-port UHF, 8-port VHF, and 8-port UHF. The attached Purchase Description provides the details to the specifications for each type. Please note that the attached Purchase Description was written on behalf of the last contract procurement for receiver multicouplers which was awarded in June 2007. Please refer to the latest versions of the government reference documents listed in section 2.1 of the Purchase Description at the time of the release of this market survey.
B. Instructions
Based on the background information provided below, interested vendors are requested to respond if they have a commercial-off-the-shelf/non-development item (COTS/NDI) product that meets the minimum requirements noted in the attached purchase description document. Also, as part of the Market Survey, please complete the Business Declaration Form.
C. Background
The FAA desires to purchase individual Very High Frequency (VHF) and Ultra High Frequency (UHF) broadband receiver multicouplers for use with air/ground communication equipment systems throughout the National Airspace System.

E. Other Contract Requirements:
Other planned contract requirements will include equipment warranties, replacement parts, and contract deliverables such as those required for program management planning, configuration management, logistics support, and testing. The Contractor must also develop and deliver training materials for FAA personnel responsible for operating, maintaining, and performing second level engineering of the receiver multicoupler equipment. The FAA may also require the Contractor to provide technical support services via task orders for any unanticipated tasks during receiver multicoupler deployment.
