NASA/NSSC has a requirement for Video Encoder, HD & SD H.264/MPEG-4 over IP blade server, HDMI/DVI-D & SDI(3G) inputs, includes 480i (59.94Hz) and 576i (50Hz), HD resolutions require optional module
1080i (60/59.95/50Hz) & 1080p24 (24/23.98Hz) Add-on license Module for AVN422, AVN441 and AVN443 encoders, including 720p Add-on Module resolutions.
NASA/NSSC intends to issue a sole source contract to Visionary Solutions, Inc at 2060 Alameda Padre Serra, Suite 100, Santa Barbara, Ca 93103 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that Visionary Solutions, Inc is the sole provider of Video Encoder and 1080i & 1080p24 add-on license module.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Johnson Space Center (JSC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 335999

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Central Standard Time on Sept, 20th 2017.
Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
