NAWCAD Lakehurst intends to solicit on a sole source basis with L3 Interstate Electronics Corporation for the procurement of 8 each VideoScout CM2 Dual Situational Awareness systems. These units are currently the common configuration system for all Marine amphibious units (deployed) and each CM2 unit is able to receive information on the L, C, & S band frequencies with a KU Band Transceiver that supports two simultaneous RF Links. The signals are AES encryption capable. IP controls allow monitoring of several CMs over a wide area. This presolicitation notice advertises the intent to procure the VideoScout CM2 units, and is not a solicitation for proposals for alternative units. Companies who make a compatible system (compatible with the existing CM2 units) may submit information about their system for consideration of opening the requirement to competition, however any suggested items must be 100% compatible with the existing VideoScout CM2 (dual) systems currently deployed, and documentation of compatibility is the responsibility of the proposer to provide in advance. The Government does not have the necessary data packages to provide potential offers the necessary information pertaining to the interoperable requirements for the CM2. The Government reserves the right to decide whether or not to open this procurement or to remain sole source.
