This is a combined synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ FA4800-09-R-BAW40. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21. This acquisition is 100% set-aside for Small Business. The associated NAICS code is 561621, standard size is $12.5M. This solicitation is for a vindicator security system. This RFQ contains ten (10) line items (brand name or equal). The line item description is as follows: 0001, Hanger/Straps, and fittings, quantity 1 each; 0002 V5V-V5V network Security Processor, net device with TDEA 200-1003-1, quantity 1 each; 0003 V5V SIM -8 V5 SIM-8, Sensor Input Module, 200-1120, quantity 1 each; 0004 Custom enclosure for V5V with battery and PS, 550-30003-01, quantity 1 each; 0005 Keypad, Entry Prox Reader with keypad, HID Corp. 4045-BGNO, quantity 2 each; 0006 V-5 Power Supply, power supply devices, 6-output, 2amps with enclosure and battery, altv615, quantity 1 each; 0007 Motion detector, 90 degrees, quantity 2 each; 0008 Telecom cable, cat-5e 4pr, utp plenum, LF, quantity 150 each; 0009 project supervisor, quantity 10 hours; 0010 Vindicator engineer, quantity 24 hours; 0011 Technician - quantity - 36 hours. When quoting an "or equal" item, offeror must submit all descriptive literature, specifications, catalogs, etc., along with their quotation, necessary to meet the requirements of this solicitation to be eligible for award. FOB Point is Destination. Items to be delivered to 175 Sweeny Blvd, Langley AFB, VA 23665. PROVISIONS/CLAUSES. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal; Contractors must be registered in ORCA, Online Representations and Certifications. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. FAR 52.233-2, Service of Protest: (a) Protest, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer Marietta S. Fry (addressed as follows) by obtaining written and dated acknowledgement of receipt from 1st Contracting Squadron, Attn: Marietta S. Fry, 74 Nealy Avenue, Langley AFB, VA 23665-2088. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. Award will be made to the responsible offer or whose quote/offer represents the best value in terms of technical (capability of item(s) offered to meet the government need), price, and past performance, which will be most advantageous to the government.
