TITLE: FA4809-13-T-0044 Sole Source Acquisition for purchase and installation of Vindicator System on Seymour Johnson AFB

The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Open Roads Consulting, Inc. The contractual action is a Sole Source Firm-Fixed price contract to purchase and install a Vindicator System using the existing Vindicator/VICADS Alarm Monitoring System on SJAFB. Contractor: Open Roads Consulting, LLC.

This purchase will be made under Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 24 September 2013 at 10:00 A.M. APPLICABLITY OF AUTHORITY: Request to award a sole source contract for this requirement to Open Roads Consulting. Open Roads Consulting is the only contractor that can guarantee seamless integration into the existing system. Other companies may be certified to install Vindicator equipment however; no other company has the knowledge base and/or rights to install equipment into the VICADS system/software because based on the current maintenance contract. SJAFB is aggressively working on a follow on maintenance/install contract for a base year plus 4 one-year options.
