The City of Dallas seeks a qualified organization that has experience delivering street outreach services specifically aimed at preventing gun violence in areas identified as violent crime hot spots within the city. The organization will be responsible for implementing Group Violence Intervention (GVI) strategies similar to those designed by the National Network for Safe Communities (NNSC) at John Jay College of Criminal Justice. A specific focus will be on the deterrence of violent offenses involving firearms. These offenses are classified as aggravated assaults and murders which are currently at levels that have not been experienced in a decade. The organization should deliver violence interruption services designed to defuse community and street violence, especially the kind that is cyclical in nature in which one act of violence produces other acts of violence, usually in the form of retaliation. The goal of this funding is to utilize local community members with moral authority over group members to deliver a credible moral message against violence. Individuals believed to be involved in acts of violence will be confronted, provided mentorship and offered support and outreach help to prevent further violence in the community and provide sustainable solutions. Violent criminal behavior must be addressed at the root cause level and not accepted as an appropriate way to solve conflicts. The organization should provide community engagement activities that create safer communities and builds rapport between community stakeholders and the city of Dallas. The organization should have access to resources that provide a “way out” for individuals that are destined for incarceration in the criminal justice system.
