FlightSafety International (FSI). The government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(2) and FAR 6.302-1(a)(2). The NAICS Code is 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing). The contract requires Vital Database Generation System (DBGS) software installation, update and license renewal for the U.S. Special Operations Command, Headquarters at MacDill AFB, Tampa, FL. The VITAL DBGS software system is integrated with AFSOC FSI VITAL image generators on existing training platforms. DBGS software generates databases to create three-dimensional (3D) scene visualizations inside the flight simulators. Scene visualization databases analyze imagery and enhanced GEOINT data to produce high resolution simulations used by air and ground special forces including JTAC to prepare for worldwide SOF missions. Software tools are one-of-a-kind advanced technology to consolidate elevation, feature, maps, imagery, and other source data required for scene visualizations.

This notice of intent is not a request for competitive proposals; however, any proposal received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
