The overall project goal is to streamline the CEQA review of development projects so that traffic studies can be focused primarily on questions of access and circulation. The first effort will include a VMT analysis at a citywide level (of cumulative conditions), to have a more detailed understanding of the City’s VMT and to eliminate the need to conduct a cumulative analysis for each proposed project studied under CEQA. This project will likely require the use of the VTA travel model. The second effort involves an analysis of the impact and effectiveness of VMT mitigation measures, informed by the VMT inventory in the first step of the project. This step is critical as a primary goal of this project is to have mitigation measures that have been studied and will result in a check-list that the Planning Department and Transportation Division can use for projects that do not meet the City’s adopted VMT reduction threshold. The final effort of this project is an optional task to present strategies for VMT mitigation monitoring to monitor the effectiveness of mitigation measures over time.
