This announcement constitutes an official Request for Information (RFI) as defined in FAR 15.201(e). This RFI announcement is for information and planning purposes only and it is not to be construed as a commitment by the Government. 

The Government does not intend to award a contract strictly on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of the requested information. This request does not constitute an Invitation for Bid, a Request for Proposal (RFP) or Request for Quotation (RFQ).

Market research information received from Industry in response to this RFI will be considered for formulation of the Government's acquisition strategy.

This RFI is being issued by the Army Contracting Command – Aberdeen Proving Ground (ACC-APG) on behalf of the Communications-Electronics Command (CECOM) Software Engineering Center (SEC).  CECOM SEC is seeking to implement an Enterprise License Agreement (ELA) for VMware software as described in the chart below. The software listed in the ‘renewal’ category of the attached spreadsheet was previously issued under a contract held by the Army Materiel Command (AMC). Renewal identification information is unknown at the current time. See below questions for specific areas of support/concern. 

At a minimum, the following will be included in all responses:

1. Rough Order of Magnitude (ROM) detailing the unit price per item and extended price. Include how this pricing was determined. For example, but not all inclusive: GSA/CHESS contract pricing, standalone, directed 8a, 5 year term, quantity discount, other discounts being extended (include discount percentage).
2. Are there specific terms, to include software license agreements required in order to obtain the provided pricing? If so, please provide with ROM.
3. Number of days required from Request for Quote (RFQ) release to the date a quote can be provided to the Army.
4. Is your company a reseller or original software manufacturer? If a reseller, is your company considered to be a premium partner of the original software manufacturer. A premium partner is defined as a reseller which does not require 3rd party support to resell the required software?
5. Are you aware of other Federal Government agencies who purchase the same products? If so, please provide contact information for the requiring activity and/or Contracting Officer and the contract number.
6. Other suggestions to allow the CECOM SEC to obtain the best available price for the required software.
7. Please describe experience you may have with Organizational Conflicts of Interest (OCI) pertaining to this requirement. If an OCI exists, please describe how your company intends to mitigate.

1. Please describe any proprietary information which would exclude yourself or another vendor from providing the requirement(s) to the Government.

-Responses should include the company name, CAGE code, company socio-economic status, point of contact, email address and physical address. If your submission is based upon a GSA, CHESS or NASA SEWP contract, indicate the contract number in your response. Indicate statement of interest and provide information required above.
