Walter Reed National Military Medical Center has a requirement to procure a Voluson E10 Ultrasound System. The Government intends to procure this item on a sole source basis from GE Healthcare because preliminary market research indicates that only GE Healthcare, as the manufacturer of the system, can provide the required capability because only its system, through the use of an electronic curved matrix array transducer and advanced volume contrast imaging with Omniview, reduces patient exam times and increases diagnostic confidence in 3D/4D acquisition times. Further, this system provides for increased detail resolution. Also, the system eases the use of volume acquisition during the dynamic and challenging "maternal fetal medicine" imaging modality.
This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued. Prospective offerors are advised that, because there are no other known sources, the agency has authorized procurement of this item under other than full and open competition under FAR 6.3. However, interested responsible sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted for future similar requirements. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
