The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA) intends to issue a three and one-half (3.5) year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for Very Small Aperture Terminal (VSAT) satellite communication system bandwidth services (up to 40 Mbps) and network connectivity between the earth station and NOAA Network Operations Center to enable 24/7 network and voice communications; collocation of a NOAA network terminus at the earth station for connectivity to the NOAA Network Operations Center (NOC) in Silver Spring, MD; installation, maintenance, and training to implement and support VSAT systems on NOAA vessels and select shore facilities; Sea Tel engineering services; spare parts and turn-key systems; and additional services, such as technical solutions, operational economies, and television/radio services. Services will be ordered via task orders and may cover a wide variety of line items to support NOAA's VSAT communication needs. NOAA intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued on an unrestricted basis as a best value Request for Quotations (RFQ), on or about April 22, 2010 with quotes due on or about May 12, 2010. NOAA intends to make a single award as a result of this RFQ on or about June 26, 2010. The North American Industry Classification System (NAICS) code is 517410, which has a corresponding small business size standard of $15 Million. The RFQ will be issued electronically at the Federal Business Opportunities (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the RFQ, specification, drawings and all subsequent amendments. Vendors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov and obtain (and provide with the quote) a DUNs number. All responsible sources may submit a quote which shall be considered by the agency.
