DLA Information Operations at New Cumberland, PA located at Susquehanna, PA has a requirement for a Contractor to provide daily Information Assurance (IA) operational support, policy, and strategic planning for DLA Distribution, which currently encompasses the DLA Distribution Headquarters (HQ), twenty-six (26) distribution centers, satellite activities, and eleven (11) mapping activities. The period of performance is from 04 December 2011 through 03 April 2012. The solicitation number for this procurement is SP3300-12-Q-5002. The North American Industry Classification System (NAICS) code for this effort is 541513; the Business Size Standard is $25,000,000
The proposed contract action is for an acquisition for which DLA Distribution New Cumberland, PA intends to directly solicit and negotiate with one source; under the authority of FAR 13.106-1 (b) and "Only one responsible source and no other supplies or services will satisfy agency requirements."

The Government intends to award a Firm fixed price purchase order using FAR Part 13 to Veris Group, LLC. Veris Group LLC. has been providing these services for almost two years. Veris Group LLC. has the required skills, training, security, and certifications that are required to perform all requirements listed in the PWS. They have the hands-on knowledge required to continue these services effectively for the short term bridge contract.

The current requirement has a "secret" clearance requirement. The cost and time to perform the required background investigation would outweigh the value of any potential competed award for a 120 day period of performance. Once a facility obtains a "Secret" clearance, then contractor can submit a request for investigation. The background investigation for a "Secret" clearance can take a year or more to complete. The benefit to the Government and even to a contractor for a four month period of performance is impractical and the Government bears the investigation costs and these costs should be part of any evaluation cost. The problem with including the costs is that each investigation is unique and has different costs depending upon the complexity of the investigations.
