NASA/GSFC has a requirement for Lease and Maintenance of One Pair of Dark Fiber for12 months.NASA/GSFC intends to purchase the items from FiberGate, Inc., pursuant to FAR 13.106, forthe acquisition of supplies or services determined to be reasonably available from onlyone source. FiberGate Inc. has acquired the necessary rights of way licenses from theState of Maryland, Prince Georges County and I-295 US Park Service to deploy fibers in apathway, crossing I-295, that meet all requirements. SMF-28 optical fibers have beenprovided, managed and maintained by FiberGate, Inc. These fibers are used to carry highbandwidth Internet-style data communications in multiple ITU-compliant dense wavedivision multipleded channels between UMCP and NASA as part of High End Computer NetworkProject's participation in the DRAGON region-wide network as well as the NationalLambdaRail (NRL) and the Mid-Atlantic Crossroads (MAX) region. Maintenance must berenewed by December 31, 2010 to retain on-going service. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon November 17, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.
