This notice is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is issued as Request for Quotation, RFQ-6001 and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. This acquisition will be processed under Simplified Acquisition (SAP) and is a Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 334516 and small business size standard 500 employees. The National Institute on Drug Abuse, Station Support/Simplified Acquisition (SS/SA) Branch on behalf of the National Institute of Mental Health (NIMH) has a requirement for a Lease to Ownership Plan (Capital Lease) that includes base year plus four (4) option years for a High performance Mass Spectrometer. The LTQ ORBITRAP Mass Spectrometer must have the following features:1)ITEM 10,(1ea) LTQ-OT-14000, LTQ ORBITRAP/ESI/SRVYR MSPUMP/MICRO AS; 2) item 20,(1ea) OPTON-20050, ION MAX NANO-SPRAY SOURCE MOUNT KIT ; 3) ITEM 30, (1ea) OPTON-20052, DYNAMIC NANO-SPRAY PROBE; 4) ITEM 40, (1ea) OPTON-20053, PACKED TIP NANO-SPRAY PROBE; 5) ITEM 50, (1ea) OPTON-20051, STATIC NANO-SPRAY PROBE; 6) ITEM 60, (1ea) MISC-MS, 07399900 FACTORY ACCEPTANCE TEST ONE DAY; 7) ITEM 70, (1ea)9999-9999-3 PHASE ISOLATION POWER CONDITIONER BUCK BOOST AND PHASE CHANGE (ABC 10.0-20D40Y); 8) ITEM 80, (2ea) 701-477900 ESSENTIAL PLAN-ORBITRAP, YEARS TWO (2)AND THREE (3)SERVICE INCLUDED. The offeror will provide unlimited emergency maintenance service calls; respond within 72 hours; and provide certified replacement parts; general cleaning and one (1) planned preventive maintenance visit. FAR 52.207-5 Option to Purchase Equipment. Offerors must be registered in the Central Contractor Registration (CCR) prior to award at http://www.ccr.gov/ or call 1-888-227-2423. FAR-Subpart 7.4 Equipment lease or purchase guidelines apply. Payment terms shall not change unless the current Treasury Note Interest rate is effected.
