This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Solicitation number W31P4Q-19-Q-0109 is issued as a request for quote (RFQ). The Government reserves the right to award without discussions.
The solicitation document and incorporated provisions and clauses are in effect through the Federal Acquisition Circular 2005-101.
The requirement is a 100% Small Business Set-Aside. The associated NAICS code is 334513. The small business size standard is 750 employees.
Contract Line Item Numbers and Description of the requirement is as follows: This solicitation is issued as a request for a Firm Fixed Price quote for a quantity of two (2) Liquid
Flow Water Turbine Meters. The required capabilities are as follows:
a. The turbines must be compatible with using water as the working fluid
b. The turbines must have ceramic bearings.
c. The turbines must have stainless steel housings and rotors
d. The turbines must have radio frequency (RF) pickoffs
e. Turbine 1 must be a 1 inch meter, up to 60 gallons per minute
f. Turbine 2 must be a ½ inch meter, up to 10 gallons per minute
g. Turbine 3 must be a ½ inch meter, up to 8 gallons per minute
h. Turbine 4 must be a ½ inch meter, up to 5 gallons per minute
The place of inspection and acceptance is W80RA6. FOB is at Destination.

Provision at 52.212-2, Evaluation - Commercial Items, is applicable. Delivery will be considered as a best value factor. Successful contractor must provide equipment in accordance with Government Minimum Specifications described in the “Description of the requirement is as follows” section of this combined synopsis/solicitation.

Terms and conditions for this requirement are consistent with customary commercial practices. Contract financing is not authorized. Payment shall be made through Wide Area Work Flow (WAWF), in Accordance with DFARS 252.232-7006.
