THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Human Genome Research Institute (NHGRI), NIH Chemical Genomics Center (NCGC), to negotiate/award a purchase order to DJK Scientific Inc., 939 AEC Drive, Wood Dale, IL,60191, for the purchase of an Wako Compact Screening Systems, Hornet-KL powered by Kalypsys, Inc.

This requested system required for the TOX21 program to add to our existing high throughput robot systems currently in use by our researchers and will increase the cutting edge technologies not currently found on other potential supplier's equipment.

The sole source determination is based on the fact that DJK Scientific, Inc. is the sole distributer of the product and no other product will fulfill the Government's need. Additionally, parts and accessories must be compatible with existing equipment and there are no other procurement alternatives other than going back to the original manufacturer to secure these needed spare parts. There are no other vendors that can provide these plates as DJK/Wako does not distribute these items to other vendors for resale. This is a sole source procurement as this vendor does not distribute to other vendors; and NCGC cannot obtain similar parts from other vendors as the specifications will be different causing this unit the possibility of malfunctions and other system failures that would be extremely costly to our projects and the down time this could cause.

This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 423840 and the Size Standard is 100 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
