Nature and/or description of action:  Reference Contract S5105A-10-F-0027 awarded September 27, 2010 to NES Associates, LLC.  The Defense Contract Management Agency Procurement Center proposes to purchase a three (3) month extension (1-Apr-2014 to 30-Jun-214) for Contract SWide Area Network (WAN), Local Area Network (LAN), Video Telecommunications (VTC), Wireless-LAN (WiFi) Unified Communications/Voice over Internet Protocol (UC/VoIP), and Facilities Wiring Support Services.  DCMA proposed to restrict competition based on the need for continuity of network support services and current DCMA facilities project timelines.  Network support is critical to DCMA's mission and loss of support could prevent contract modifications and payments from being completed.  DCMA Facilities has several large cabling projects which have already been surveyed and planned, but the build-out schedule extends beyond the current period of performance (30-Mar-2014).  These are DCMA office moves and cannot be pushed due to GSA lease expirations.  The additional three months allows sufficient time for DCMA Procurement Center to award the follow-on contract for these support services.

Description of the supplies/services required:  Enterprise level expert support and maintenance of DCMA's network infrastructure (WAN/LAN/VTC/WiFi/UC) and DCMA facilities low voltage data cabling and wiring installation.  Scope covers DCMA's ~340 network locations, ~1400 routers and switches, ~240 VTC units, ~60 optimizers, ~20 WiFi controllers, ~350 WiFi access points, UC/VoIP infrastructure, cabling installation (NIPRNET, SIPRNET, Special Programs).  The current vendor, NES Associates LLC, has all the necessary organizational relationships, highly experienced resources and the technical understanding of DCMA's network infrastructure, integration and enterprise architecture.

Planned authority for Sole Source:  Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.  Reference 8.405-6(a)(1)(i)(B)
