The United States military has an enduring need to both mitigate the waste produced on installations, as well as achieve greater operational energy efficiency. The Engineer Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) is researching small scale waste to energy (WTE) technologies with targeted throughput of 1 to 4 tons per day (TPD) of municipal solid waste (MSW), tools and processes to identify the optimal waste recipes, technology engineering and standardizations that will result in the greatest energy efficiency and operational benefits. For the purposes of this research, "small-scale WTE" is defined as less than 10 TPD needed for economic operation.

The associated North American Industry Classification System (NAICS) code is 541715 -- Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), which has a size standard of 1,000 employees.

The Government intends to award a firm fixed-price contract resulting from this solicitation.

BASIS FOR AWARD:  The award will be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors:  Technical, Price, and Small Business Participation. The Technical factor is significantly more important than the Price factor, which is significantly more important than the Small Business Participation factor. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical Approach, Corporate Experience, and Small Business Participation factors.  Additionally, any ‘other than small business’ offeror must have an acceptable Small Business Subcontracting Plan to receive an award in accordance with FAR 19.702(a). Offerors are cautioned that the award may not necessarily be made to the lowest cost offered.
