The Bureau of the Public Debt (BPD) on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to award an Order to Waters Corporation on a sole source basis for an Acquity Ultra Performance Liquid Chromatograph (UPLC) System.

The UPLC will consist of a UPLC Core System, PDA eLambda Detector, System Kit, and UPLC HSS Column.

TTB currently owns the Waters Empower 2 Software, which is the only software capable of running the above referenced UPLC. The Empower 2 software utilizes an integrated relational database, seamless division of computer networking applications, and fully scalable architecture.

The new UPLC combined with the existing Empower 2 Software will speed up method transfer processes and increase productivity.

Waters UPLC is proprietary to Waters Corporation and cannot be provided by any other source.

Offerors shall respond to this notice if they believe that they can provide TTB the same product as provided by Waters Corporation. Responses shall be received no later than 2:00 PM ET on September 24, 2010. Responses shall include the name and point of contact information for its company along with a description of the service. Offerors shall confirm that its service has and/or meets all of the components listed above.
