The Bureau of the Public Debt (BPD) on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to award an Order to Waters Corporation on a sole source basis for an Acquity Ultra Performance Liquid Chromatograph (UPLC) H-Class System.

The UPLC will consist of a UPLC H-Class Core System, UPLC Columns, UPLC Fluorescence Detector, and UPLC PDA eLambda Detector.

The quaternary based Acquity UPLC H-Class system from Waters Corporation is a unique bi-functional LC system capable of high performance/ultra high performance liquid chromatography analyses in one instrument.

TTB currently owns Empower 2 software, which is the only software capable of running the above referenced UPLC.

Waters UPLC H-Class is proprietary to Waters Corporation and cannot be provided by any other source.

Offerors shall respond to this notice if they believe that they can provide TTB the same product as provided by Waters Corporation. Responses shall be received no later than 2:00 PM ET on September 24, 2010. Responses shall include the name and point of contact information for its company along with a description of the service. Offerors shall confirm that its service has and/or meets all of the components listed above.
