The US Army Contracting Command, APG, Natick Contracting Division intends to award a firm, fixed-price contract under FAR 13.106-1(b)(1), only one responsible source, to COSMED USA, Inc., Concord, CA 94520-1240, for their "K5 ANT+ Wearable Metabolic Technology" (product ID K09097-01-99) due to its' portable, validated pulmonary gas exchange measurement system, with breath-by-breath analysis that is suitable for deriving energy expenditure data to the fidelity needed to for adequate assessment of fatigue-induced changes in physiological performance.

COSMED USA, Inc. is the only known source that is capable of providing this proprietary combination of hardware, software, and support services that the Government requires.

All responsible sources may submit a capability statement demonstrating their ability to provide the components and services outlined above, which shall be considered by the agency.
