A website and smartphone application that provides 72 hour winter precipitation forecasts and 24 hour pavement and bridge temperature, frost and winter precipitation accumulation forecasts tailored for all the counties in the state of Missouri and supported 24 hours a day and seven days a week from official notice to proceed to April 30, 2021 with at least two professional meteorologists. The website and application must also provide tailored automated notification texts and/or e-mails to all users upon request to provide advanced notifications of varying percentages of forecasted frost or winter precipitation for various locations.
