The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Library, intends to negotiate a sole source purchase order with the American Mathematical Society, Inc., Providence, RI, for a base period of twelve months and four twelve-month options to extend the term of the contract for the database fee and subscription for “MathSciNet,” for use by the NIST Library. The authority for this action is FAR 13.106-1(b). The NIST mathematicians and statisticians have been using this subscription to support their research and it is imperative that they continue to have access. NIST is unaware of any other sources besides the American Mathematical Society, Inc. that can provide this subscription, however, sources that can satisfy NIST’s requirements for “MathSciNet” may identify their interest and capability to respond to this requirement. In so doing, the source shall provide written evidence that they are authorized by the American Mathematical Society, Inc., to provide the subscriptions that NIST requires. A determination by the Government whether to compete this proposed acquisition will be based on responses to this notice; such determination is solely within the discretion of the Government.
