The Department of Education, Federal Student Aid (the Department), intends to solicit on a sole source basis under the authority of 20 USC 1018(a) to Fedtek, a Webtrends, Inc. reseller, located at 12700 Black Forest Lane, Suite 202, Woodbridge, VA 22192. This procurement is being conducted under Simplified Acquisition Procedures (SAP). Webtrends is the sole provider of WebTrends on Demand, a service currently used by the Department to monitor usage of FSA web sites.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified points of contact not later than March 22, 2012 at 2:00 p.m. EST. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Department not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Department. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
