This is a pre-solicitation notice for synopsis of "Western Hemisphere Information Sharing Initiative Services" for Davis-Monthan AFB (DMAFB), Arizona. This is a commercial service; therefore, FAR Part 12, Acquisition of Commercial Items, shall apply to this acquisition. The contractor shall provide a WHISI Operations Manager shall provide knowledge, expertise, and technical support as required to ensure functional and technical operations and systems support to the 612 AOC and its Joint Interface Control Cell (JICC), and a WHISI MX Technician shall be dedicated to providing efficient, mission-effective information technology support/maintenance capability in support of WHISI systems/software and the maintenance of associated AOC weapons system equipment for the 612 AOC, 12 AF/AFSOUTH, Davis-Monthan AFB (DMAFB), AZ. The Western Hemisphere Information Sharing Initiative Services shall assist in daily execution operations and maintenance of the 612 AOC WHISI architecture. This service shall be provided in accordance with the Performance Work Statement (PWS). A Firm Fixed Price contract will result from this solicitation. This will be a Best Value acquisition, using Price and Technical Acceptability for evaluation procedures. Period of Performance will be for a base period with four (4) one-year option periods. This acquisition will be a 100% Set-Aside for small business. The North American Industry Classification System Code is 541519; and, the small business size standard is $27.5 million. The RFP Number is FA4877-18-R-0004 and shall be issued on or about 7 February 2018, posted electronically on the Federal Business Opportunity website (http://www.FBO.gov). No paper copies will be issued; no telephone request will be honored and no bidder's mailing list will be maintained. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any amendments that may follow. Any proposal submitted is strictly voluntary. The government will not pay for any proposals submitted in response to the RFP. To be eligible for contract award, offerors must be registered in the Systems for Award Management (SAM).
