COMBINED SYNOPSIS/SOLICITATION FOR WHOLE GENOME SEQUENCING IN RAINBOW TROUT AND WHOLE GENOME SEQUENCING IN CUTTHROAT TROUT, REQUIREMENT:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

                (ii) The solicitation number and a statement that the solicitation is issued as a request for quotation (RFQ).

                (iii) This is a request for proposal (RFQ) and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 2021-05 March 10, 2021.

                (iv) This is a total 100% small business set-aside. The associated NAICS code is 541990 and small business size standard is $16,500,000.00.

                (v) See the attached specification documents - HiFi PacBio Whole Genome Sequencing in Cutthroat Trout specification Long-Reads Whole Genome Sequencing in Rainbow Trout specification for description, list of line item number(s) and items, quantities.

                (vi) USDA, ARS National Center for Cool and Cold Water Aquaculture (NCCCWA) requires:

  1. whole genome sequencing via Pacific Biosciences (PacBio) Sequel DNA sequencing systems of one cutthroat trout sample at 80x genome coverage (Genome size ~2.5Gb)

AND,

  1. whole genome sequencing via Pacific Biosciences (PacBio) Sequel DNA sequencing systems of three rainbow trout samples each at 70x genome coverage (Genome size ~2.5Gb).

                (vii) The Contractor shall furnish and deliver (F.O.B. Destination, Within Consignee’s Premises) our USDA-ARS cooperator as follows: Yniv Palti: USDA-ARS Leetown, West Virginia within thirty (45) days after the receipt of order.  Delivery shall be between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding Federal holidays.

                (viii) Provision at 52.212-1, Instructions to Offerors-Commercial: In order to be considered for this award, OFFERORS SHALL SUBMIT THE FOLLOWING: 

  1. a complete quote with DUNS#, Cage #, points of contact, email address, telephone #
  2. breakdown of pricing on quote
  3. quote shall be firm fixed price
  4. submit one quote for Whole Genome Sequencing in Rainbow Trout
  5. submit quote for Whole Genome Sequencing in Cutthroat Trout
  6. the quote shall have price breakdown for whole genome sequencing in a rainbow trout and a price breakdown for whole genome sequencing in cutthroat trout.
  7. Sequencing in rainbow trout can be one line item with price breakdown and sequencing in cutthroat trout can be one line item with price breakdown.
  8. LINE ITEMS:
    1. PacBio HiFi sequencing of 1 cutthroat trout DNA sample in CCS mode. (200 Gb pass filter HiFi reads for the cutthroat trout sample).
    1. PacBio sequencing of 3 rainbow trout DNA samples in CLR mode. (At least 175 Gb pass filter long reads for each of the three rainbow trout samples).

REJECTION OF QUOTE: Failure to demonstrate compliance will cause to reject offer without further discussions. All responsible sources may submit a quote which will be considered.

The government intends to post all notices related to this combo solicitation the government point of entry (GPE), contract opportunities at https://sam.gov.

All interests must be registered on contract opportunities website, sam.gov in order to view solicitation documents, all information regarding this combo solicitation and/or award. Hard copies of solicitation will not be provided.

                (ix) Provision at 52.212-2, Evaluation: The basis for award will be lowest price technically acceptable (LPTA). LPTA means the expected outcome of the acquisition that results from selection of lowest evaluated price (evaluated as a total cost of all line items), technically acceptable quotes that fully meet all technical specifications in the attached. Only the lowest quote will be evaluated technical acceptability (to be based on specifications). The next lowest offer only be evaluated if the first quote is not found technically acceptable (and so on). Technically acceptable means meeting or exceeding the requirements in the specifications. Only one award will be made under this solicitation.

                (x) Offers must have a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, uploaded on sam.gov by the time quotes are due.

                (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and addenda.

                (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.  (a) The Contractor shall comply with the following Federal Acquisition Regulation (FAR) clauses, which are incorporated in this contract by reference, to implement provisions of law or Executive orders applicable to acquisitions of commercial items.

                (xiii) Contract will be firm fixed price (FFP).

                (xiv) Quotes are due on June 14, 2021 Date at 5:00PM Eastern Standard Time (EST) by email to Cheryl Lee at [email protected].

                (xv) There will be no questions regarding this combined solicitation.
