This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to Solomon Park Research Laboratories, Inc., 658 S. 152nd. Street, Burien, WA 98148-1111 for the acquisition of whole units of serum and pooled serum consisting of single donor bulk units and serum pools in vials.


The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 621991, Blood and Organ Banks with a size standard of $32,500,000.00. The period of performance for this procurement is 90 days.


The purpose of this procurement is to purchase whole units of serum and pooled serum consisting of single donor bulk units and serum pools in vials along with shipping materials from Solomon Park Research Laboratories, Inc. The CDC Clinical Standardization Programs (CLSI) serve as the international reference point for clinical measurements. These programs use ONLY C37A materials that are value-assigned by the reference laboratories at CDC and then are used to assess the performance of participating assay manufacturers and clinical laboratories. Only Solomon Park Research Laboratories is certified to provide the materials meeting the CLSI C37A requirements for collection and storage of commutable, high quality serum necessary for the highly selective sample analysis of lipids in human serum, and for use in trueness control and calibration studies which are ongoing in the CDC Clinical Standardization Programs. Serum used in these programs must be collected off-the-clot on ice to minimize enzymatic degradation or alteration of serum units in order to replicate serum collection in tubes used in patient care, without the addition anticoagulants, additives or stabilizers as required by CLSI C37A. The preparation of these samples to these specific requirements can only be met by Solomon Park Research Laboratories for this program. There is currently no other company or individual that has the ability to provide serum materials that have a minimal matrix alteration and such preparations have been shown to be commutable across various measurement procedures, and it is critical in continuation of our CDC standardization activities and efforts. Solomon Park Research Laboratories is the only vendor who is certified and able to provide the required materials recommended for use in trueness control and calibration studies which are ongoing in the CDC Clinical Standardization Programs.


As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will only issue a solicitation to Solomon Park Research Laboratories, Inc. However, all responsible sources who believe they can meet these requirements, may submit their capabilities and/or qualifications to Tonya S. Justice, Contracting Officer, via email to [email protected], no later than 2:00pm eastern standard time on March 31, 2018. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
