To be considered for this solicitation, the vendor must provide documentation of compliance with Hawaii Compliance Express (HCE). Vendor must agree to remain in compliance with HCE until last payment from WIC Services Branch from this project has been received and cleared. Awarded Vendor will provide a "Sample Proof". Hawaii WIC MUST APPROVE FINAL PROOF PRIOR TO PRINTING.
