Notice of Intent to Sole Source - Wiley InterScience E-Journal Collection

Description:
The National Institute of Standards and Technology (NIST) located in Gaithersburg, MD intends to negotiate on a sole source basis with John Wiley & Sons, Inc. for unlimited on-line access to Wiley's InterScience e-Journal Library Database subscription and support service to forty-eight (48) specific journals targeted to the areas of chemistry, computer science and information technology, earth and environment, math and statistics, medicine and physical science. For journals not subscribed to by NIST, Wiley offers and NIST has subscribed to a limited number of tokens so NIST researchers can have immediate full-text access to over 4 million other articles from Wiley's 1,500 journals collection, 10,000 online books, and hundreds of reference works, laboratory protocols and databases. This acquisition is being conducted under the authority of Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements in conjunction with FAR Part 12, Acquisition of Commercial items. The FAR as supplemented by the Commerce Acquisition Regulation (CAR) will be used to evaluate the quote and award this requirement. The North American Industry Classification System (NAICS) code for this requirement is 511120, Periodical Publishers, and has a size standard of 1000 employees.

This is NOT a solicitation for quotations, quotation abstracts, or a request for competitive quotations and there is no solicitation package available; however, all responses received by the close date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether a qualified source is more advantageous to the Government, the order will be issued to John Wiley & Sons, Inc.
