The Department of Commerce, National Institute of Standards and Technology (NIST), Information Services Division intends to negotiate, on a sole source basis, under authority of 41 USC 253(c)(1), with Wiley InterScience, Hoboken, NJ, for the subscription of the Wiley InterScience Journal titles through the “Enhances Access License for members of the National Research Library Alliance,” of which NIST is a participating member. The determination for sole source is based on the following: Wiley InterScience is the sole source vendor to provide electronic access to 58 electronic scientific journal subscriptions. The period of performance is planned for one base year and two option years. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by December 12, 2008 that clearly demonstrate another company’s bonafide capability to provide the required access to these journals. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
