SPRINGFIELD UTILITY BOARDWILLAMETTE WELLFIELD WELL 16 Bids Due 2:00 pm, January 17, 2024 INVITATION TO BID SUB PROJECT NO. 22712 BID NO. 2024 - 02Sealed proposals for the Willamette Wellfield Well 16 project for the Springfield Utility Board will be received by Rebecca Wheeler, CPPB for the Springfield Utility Board Water Division, 202 South 18th Street, Springfield, Oregon 97477 until the BID CLOSING at 2:00 PM, local time, on Tuesday, February 6, 2024. The options for sealed bid proposal packet delivery are as follows: 1) Mail in to the above address and recipient; or 2) Drop off at the above address during business hours and call the recipient at 541-726-2396 to make aware of the delivery. Either option must be delivered prior to the deadline mentioned above. The bids will be publicly opened and read on Tuesday, February 6 at 2:01 PM, local time. The results will also be posted to the SUB bidding website. The successful bidder will be notified no sooner than Wednesday, February 7 by 4:00 PM. No bids will be received after the BID CLOSING time. If not included in the bid packet, First-Tier Subcontractor Disclosure forms will be received at the above-mentioned location by calling and delivering by Tuesday, February 6, 2024 until 4:00 PM, local time. A MANDATORY PRE-BID MEETING for this project will be held at the project Site, located at 1300 South 26th Street, Springfield, Oregon 97477 on the Wednesday, January 10 at 11:00 AM (PST) to provide prospective bidders with the opportunity to ask questions relating to bidding or constructing the work under this contract and to acquaint Bidders with the Site conditions. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum. A BIDDER'S FAILURE TO ATTEND THE PRE-BID MEETING SHALL CAUSE ANY BID SUBMITTED BY THAT BIDDER TO BE DEEMED NON-RESPONSIVE AND THE BID WILL BE RETURNED UNOPENED. The work described in these specifications includes drilling, construction, development, testing, and disinfection of one municipal water supply well located at 1300 South 26th Street in Springfield, Oregon. The Contractor shall supply all materials, labor, appurtenances, equipment, incidentals necessary, and permits (as required) and shall perform all operations and testing required to finish the work under this contract. The Springfield Utility Board (SUB) reserves the right to limit (reduce) any aspect of the project for any reason. The work to be completed under this contract does not include the installation of a permanent pump and water rights permitting. Note: This work is Prevailing Wage as determined by BOLI, January 2024 book. A complete set of proposal documents may be viewed in PDF format and downloaded at https://www.subutil.com/business-center/bids-proposals/ No proposal will be considered by the Springfield Utility Board unless the Bidder agrees to be bound by and will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035.ET.SEQ. Faxed copies will NOT be accepted. Special minimum experience qualifications apply to portions of this project. Contractors (Bidders) shall submit to the Engineer a Request for Qualification complying in form and content to the requirements of the bid documents. The minimum qualifications and submittal requirements are specified in the Contract Documents. Requests for Qualification shall be presented to Engineer no later than 2 p.m., Pacific Standard Time, Wednesday, January 17, 2024. PROPOSALS SUBMITTED BY A NON-QUALIFIED GENERAL CONTRACTOR (BIDDER) SHALL BE CONSIDERED NON-RESPONSIVE AND SHALL BE REJECTED. First-tier and other subcontractors must be accepted by Springfield Utility Board prior to the pre-construction meeting. Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier's check, or bid bond executed in favor of Springfield Utility Board in an amount not less than 5 percent (5%) of the amount bid. The successful bidder will be required to furnish to Springfield Utility Board a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C. Acceptance of bids and award of contract will follow procedures provided by ORS 279C and in accordance with all applicable Springfield Utility Board policies. Springfield Utility Board reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of Springfield Utility Board. Springfield Utility Board may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
