Bidding firms must have an established and proven model to allocate indirect costs to direct operating groups and establish indirect rates that will be compliant with Federal costing regulations and recover the maximum administrative cost under current guidelines. Bidding firms must have demonstrated knowledge and expertise in Federal costing regulations to advise WMATA on compliant practices. Firms must be able handle large amounts of General Ledger and statistical data. Some files may exceed 100MB of data and approach 1 million records. Year one of the cost allocation plan will use fiscal year 2021 financials to create a CAP compliant with principles of the Super Circular and transit regulations. The plan must incorporate all recommendations as required by FTA as well as WMATA's external Auditors.
