WMATA is seeking a contractor to review the existing needs for the Procurement department and develop a strategy for the development of a Scope of Work (SOW) for a third-party contractor to assist with the Procurement department transformation to category management. The Contractor will work with WMATA's Procurement department to perform a market outreach to identify vendors that perform organizational transformation services. In consultation with WMATA's Procurement department, the Contractor will take the lead in drafting a SOW, contract documents, terms and conditions, and a procurement strategy to solicit a third party to accelerate the transformation of the procurement department to a category management operating model. As part of this SOW development, the Contractor will work with WMATA's Procurement department to evaluate options and offer recommendations for the procurement, including any evaluation criteria. The Contractor will review existing operational assessment documents, reports and other supporting departments in developing recommended strategies for inclusion in the solicitation and SOW. Through a series of iterative meetings and discussions, the Contractor will work closely with procurement to identify the best strategy(s) for the solicitation to meet the needs of the Procurement department. The Contractor will rely on its expertise as the Subject Matter Expert for developing the SOW and procurement to include industry-specific terms and conditions, baseline schedules, Independent Cost Estimates, technical evaluation categories, pricing forms, and vendor lists.
