INVITATION TO BID Separate sealed bids for the construction of WO 20-46: LANDFILL COMPOST FACILITY, SCHEDULE 1, will be received by the City of Billings City Clerk, 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 or [email protected], until 2:00 p.m. local time, Tuesday, March 7, 2023, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government. The project generally consists of the construction of a 410-foot by 450-foot pad for a compost facility south of the existing City of Billings Regional Landfill across Hillcrest Road, near the intersection of Hillcrest Road and Stratton Road. The pad will consist of a 272-foot by 59.5-foot asphalt pad, and the remainder of the area will be gravel. The project also includes the construction of a 30-foot wide access road (off an existing approach to Hillcrest Road), earthen dam, water service line, and miscellaneous drainage improvements. PRE-BID CONFERENCE: There will be a non-mandatory Pre-Bid Conference for all prospective Bidders held Tuesday, February 21, 2023, at 1:00 p.m. at the City of Billings Solid Waste Office, 4848 Midland Road, Billings, MT. Interested CONTRACTORS are encouraged to attend. BIDDING REQUIREMENTS: Contractor and any of the Contractor's Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011. Information on registration can be obtained by calling 406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each Bid or proposal shall be accompanied by a Certified Check, Cashier's Check, or Bidder’s Bond payable to the "City of Billings, MT" in an amount not less than ten (10%) percent of the total amount of the Bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount, prior to executing a construction contract. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided prior to executing a construction contract. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.
