INVITATION TO BID Separate sealed bids for the construction of WO 22-33: Lead Service Replacements will be received by the Billings City Clerk, 210 N. 27th Street, Billings, MT 59101, P.O. Box 1178, Billings, MT 59103, or [email protected] until 2:00 p.m. local time on Tuesday, September 06, 2022, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government. The project consists of: Removing approximately 48 lead services (from water main to curb stop) and replacing them with new water service pipe and new curb stop. Complete digital project bidding documents are available at QuestCDN. You may download the digital plan documents for $15. You may also access them at www.questcdn.com by inputting Quest project # 8273702 on the QuestCDN project search page. The plans, specifications and the official plan holders list may be examined through this site for no charge. In addition, the Drawings and Project Manual may also be examined at www.montanabid.com. There will be a non-mandatory virtual Pre-Bid Conference using Microsoft Teams at 10:30 a.m. local time on Tuesday, August 30, 2022. Interested CONTRACTORS are encouraged to attend. CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included. No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, Tuesday, September 6, 2022.
