The FDA needs to procure access to primary subject materials focusing on legal aspects of Food, Drug and Cosmetic law and regulation. CCH, Inc., a Wolter Kluwer company, has published the Food, Drug and Cosmetic Law Reporter (FDCLR) since 1946. The OCC Law Library maintains a print collection of the historical Food, Drug and Cosmetic law reporters back to the first edition of the set in 1946. CCH, Inc. now offers their reporter sets through their internet access website, Cheetah. The service allows users to access the contents of the recent FDCLR from any location and efficiently search for legal topics across multiple volumes of the service. The online service eliminates the need to insert weekly updates into bound volumes, allowing for the OCC Library staff to work more efficiently and saves space in the OCC Law Library by ceasing to expand bound reporters on our limited shelf space.
The Cheetah platform provides digital access to several treatises used by the Office of the Chief Counsel attorneys on a daily basis. The materials; Food, Drug and Cosmetic Report, Medical Devices Reporter, Generic and Innovator Drugs, Pierce on Administrative Law Treatise – are standard topically arranged analyses and explanations used by Office of the Chief Counsel attorneys and staff to provide guidance and information to the centers. The materials are updated weekly. Attorneys have access to historical court trial information as well as recent developments in law, legislation and regulations. Primary and Secondary legal materials are included.
The Government intends to award a firm-fixed price purchase order
resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
