Description of Requirement:
FEMA requires a wrapping machine for its facility in Hawaii (ZIP Code: 96701). The wrapping machine should be a Lantech Q-400XT, and include the following additional features (Equivalent model of a different brand must meet or exceed all features):
Weigh Integrated Scale - 72 Inch Turntable
Includes isolated load cells integrated under a 3/8 inch turntable top, providing accurate weighing capacity from one lb (.45 kg) per 1000 lb (454 kg) up to 5000 lbs (2268 kg). Sloped skirt aids in protecting the weigh system from side impacts and the framework is flush to the floor preventing debris from getting under the machine. The turntable height is raised to 3 3/8" from floor. Hardware is supplied for lagging the machine to the floor during installation. No field calibration should be needed.
48-Inch Wide Ramp for 72 Inch Turntable with Weigh Integrated Scale
10,000 lb (4536 kg) capacity standard fork truck or pallet jack loading on a machine with an integrated scale. The ramp is 48 inches wide and connects to turntable with mounting holes. The graded (incline) portion of the ramp is 57 inches and is set at a 2.5 degree pitch. The total length is 74 inches.
Click-n-Go Remote Control Kit
Kit replaces the lanyard switch. Kit includes a wireless remote control transmitter, a receiver, a beacon with audible alarm, and a holder with safety cord.

Turntable - 72 Inch Smooth
72-inch diameter, 3/8 inch smooth plate turntable top.

Brand Name Justification:
Funding off-island maintenance is cost prohibitive and does not provide the best value to the Government over the life of the item. Any vendor able to supply the requested name brand and model wrapping machine (Lantech Q-400XT) will be considered. An equivalent model of a different brand will only be considered if the vendor can show that reasonable access to on-island maintenance exists. Equivalent model of a different brand must meet or exceed all specifications.
