The Vermont Department of Environmental Conservation’s (DEC) Wastewater Management Program implements the Federal Pretreatment Program for all of Vermont’s publicly owned treatment works (POTWs). The goal of the Program is to protect Vermont’s surface waters by preventing pass-through, interference, and adverse impact of municipal wastewater treatment facilities and their collection systems by regulating and controlling discharges of process wastewater from industrial users. The federal pretreatment regulations at Title 40 Code of Federal Regulations (CFR) Part 403.8(f)(2)(v) require the Pretreatment Program to perform annual, independent compliance monitoring of its permitted Significant Industrial Users (SIUs). Vermont currently has 32 SIUs, which include food and beverage manufacturers, metal finishing facilities, landfills, and other industries. DEC is seeking proposals for an Awardee to obtain and analyze wastewater effluent samples from its 32 SIUs. Sample type (composite/grab), sample location, and constituents sampled shall be consistent with the sampling requirements of the SIU’s state Pretreatment Permit. Lab analysis shall be conducted by a National Environmental Laboratory Accreditation Program (NELAP) certified lab, using E.P.A. Clean Water Act approved methodologies. Sampling shall be completed by September 30, 2022. The Awardee should anticipate a minimum of 32 sampling events. Sampling at most facilities will require the use of an automatic sampler with flow proportioning capabilities.
